Mend Central Heating System Actuator Valve

The hot water works but my the central heating wont come on?

The bolier works for heathing up the hot water, but the central heating is just not working the pump seems to be running is it the actuator valve?

Can you use a multimeter?
You really need one on something like this to check the outputs from programmer to valves etc.
