chain not moving?

Assuming the chain brake is not on......

Is the engine RPM increasing? If so, then the drive is disconnected from the chain (disintegrated clutch or broken crankshaft - both uncommon, but not unheard of),

If not, the clutch/chain is jammed somehow.

The enjine is running and if I push the throttle lever the chain is not moving. This means something to you but nothing to the rest of us. A bit more info wouldn't go amiss.
