How to replace o-ring in 333 ford tractor injection pump?

The throttle control leaks coming out of the injection pump. The two bolts that hold the top cover the throttle comes through has a wire tying the two bolts together. Does the bolts have critical settings to them? They have a smaller screw inside them from the top. Can they be unbolted without major resettings to the pump?
