Sounds like a safety switch somewhere.
You should have one on the brake ,on the transmission and to engage the deck.
They will all be under the tractor hiding someplace.
I would check on mower deck first-check the engagement handle and you should be able to find it-unplug it and see what happens,best I can suggest.
