baxi 105e fan/flue neon light on then goes off?

have noticed the hot water takes longer to heat up. When running water the fan /flue neon light flashes for a while then goes off as the water starts to heat up and the temp neons light up as they should. heating wise no flashing fault when heating switched on. Have replaced diaphragm in the last 2 months or so.
