Mend Britony Chaff Hot Water Heat Cleaned

the hot water is intermittent, it doesn't shut off but water flutuates hot then warm then hot then warm, heat ex has been cleaned out ( de-scalled ), but when HW in demand you can see the flame rise then goes low then rises and so on, can you advise me please, Thank you
