Mend Challenge SLM40C Mower Petrol Repair

pull cord?

ch!allenge xtreme slm40c petrol mower. pulled thepull cord and came all the way to the end with no pressure. took the top off wound it up put top back on , did itagain and just pulls straight to the end!stil attatched at the end.not sure about black plastic peice with 2 metal arms inside. anyone no how to fix or witch to replace..
