Creda Simplicity dryer 37761 Motor or fan belt replacement?

My tumble dryer is not working. The control panel is ticking but nothing is happening. The heating element is working. I have taken the back off. There is a double "fan" near the bottom at the back on a spindle. There is nothing on the spindle. Should there be a fan belt there? How do I get to see whether the machine needs a fan belt or whether it is the motor which has gone?
