Mend Ferm FBDS-350 Replace Drive Belt Removed

how do i replace drive belt on Ferm FBDS-350?

I have removed circular sanding disk/plate and removed old belt but unsure how to place new one,don't think I should force it,looks like something needs loosening first.Be grateful for advice.
