Mend Horstmann 7 Maxistore Heating Thermostat Hot Water

have horstmann electronic 7 maxistore for hot water not working?

have had element and thermostat tested and are fine, no hot water just luke warm when off peak timer is on, but i can get hot water when i press the boost, could it be my horstmann electronic 7 maxistore in not working. Any help appreciated.
