what is wrong with my fan heater?

i have a kingfisher brushed steel h200 2000kw electric fire
the fan works and so does the the flame effect but i am getting no heat
when i turn on the first switch the fan kicks in but no heat and when i turn on the second switch nothing happens
please does anyone know what is wrong with my fire
