Mend Fujitsu PA1510 Today Started Screen

Fujitsu PA 1510 Laptop?

On switching on today the above started up then showed the screen: configurating 3 of 3 - 0% completed. Then restarts itself and same page comes up again and I cannot get any further. It also appears when switched off to still have the start up light flashing unless I take battery out.
