Could be the fan.But also the p.c.b these boilers are renound for faulty p.c.bs only way is to see if you have power to the fan fan using a multi meter or neon tester screwdriver.Be carefull though get it wrong and itll make your teeth light up!!

seems like the bearing is a bit dry/or loose wire. try switching boiler on then when fan doesn't come on give it a tap with a screwdriver handle to see if it starts, if it starts u can give it a spray with wd40 when its all turned off and fan not moving and check the wires to fan
