the plugs wear and will not miss when started but the tips are worn causing the spark to go the shortest way and bad to start when cold or damp

if that is the case,why not spray the existing coil pack with wd40.why renew when the coils are not failing.the issue here is clearly water/moisture ingress.you have just given Aaron duff and costly information on replacing parts that would affect the overall running/performance of his pug and not just the wet weather problem.

on one so old the coil pack often is the problem the plugs also get worn and the spark is weak.try the plugs first bocsh are good or peugeot ones[but these are expensive].a coil pack from a breakers is cheaper way to try one to see if it works. but bocsh plugs sprayed with wd 40 usually do the trick

water getting into the ecu box,that's the box that houses the fused relays in the engine bay.
