If the displays says "4 SAFE", it means that you have only 4 attempts remaining to enter the correct code.
To enable the code-entry, you need to leave it powered-on (showing "4 SAFE") for several hours. It may take up to 9 hours until the unit asks you for a code.
Be careful, if you use all the attempts up - you will have to buy a new radio unit or take yours to a professional decoding specialist who can re-program the internal chip.
