Mend Gilera DNA 50 Motor Battery

my starting motor does not turn quickly?

I have a gilera dna 50 and my starting motor does not turn quickly. It is not a battery issue as i have checked this, Have been told it might be my brushes in the starter motor or a bad earth is this true thanks?
