Mend Peugeot 206 Speedometer

peugeot 206 1.1 look 2002. speedometer problem?

speedometer gradually went lower on the dial than the speed of the engine and now stays on zero no matter how fast you travel ! Does it mean replacement or can it be fixed ? Any ideas of cost ?
