No hot water, heating ok?

boiler does not fire up when tap turned on and water flows. Fitted new pressure manifold but cannot get the diaphram plunger to move and operate the flow switch. All small bore pressure pipes clear and water flowing to manifold at mains pressure, suspect a blockage in the Non return valve, is this a possible fault?
