i have a problem the mixer tap is leaking even though the water is turned off under the sink what do i do

my son has thomstat bath mixer taps he said the hot feed is piping hot he can't adjust it kitchen and basin feeds are ok any help would be grateful thankyou

which one you shut hot or cold if both are shut than no water is coming in,replace with new one
