Mend Belle Wrong Time Broken

What`s wrong with my Belle?

My brothers Belle mixer has been unused for a period of time and has broken down. No loose connections and power is getting through. Would this automatically point to the silver capacitor being broken or something else? The machine looks new but is 6 yrs old
