Mend Reebok i run Treadmill Fitness Equipment Motor

why is my i run not running?

I recently experienced a problem with my wife's Reebok i run, it seems to wants to start at full speed and as a consequence blows the 10 amp fuse, if i disconnect the motor and switch on the voltage reading is around 300 volts
