Moffat Heavy Duty 7 Cycle woun't drain the water - What's wrong?

My Moffatt Heavy Duty 7 cycle washer will not drain the water. The hose is not kinked and it is not pumping greater than 3 feet high. Any suggestions on what might be wrong? Is the the pump run by a belt or is it direct drive?
