champion lawnmower, briggs & stratton 35 engine?

I have changed the plug, cleaned air filter, i have a good blue spark. Machine will not start, it will sometimes start and run for about 2 seconds after a lot of priming, but more often just floods. ! Also what size is sump plug to drain and renew the oil.
