Mend Champion Mower Drive Wheels

Champion Mower drive wheels?

Engine works beautifully and blade does what it says on the tin. Trouble is the self-propelled wheels don't. Have checked all cables; fine. No obstructions. I'm guessing that little box in-between the rear wheels is a gearbox of some-sort?
Any suggestions?
