Mend MTD 16/42 Speed Changing Gear

how can i fix MTD 16/42 twin cylinder 7 speed?

After changing all the belts on my mower. I can ride it when
the gear shift is on park the brake does'nt work and it
won't ride past first speed. Please send answer to,
