My whirlpool roper SM 8280869 washing machine will not wash cold n won't rinse.

Cold water tap on? If Yes maybe filters on hose blocked. Turn off tap and remove inlet pipe from machine. Put pipe in bucket or basin and turn on water. If water flows freely check filter on machine side. If that is clear then water valve is faulty and would probably need to be replaced
