Mend Logik LCXW32 15 Fuse Blew

my logik lcxw32 tv.fuse has blown?

The t13 15 250v fuse blew inside my tv . So i changed it and switched the tv on and bang, that fuse blew. Any ideas what Is causing the fuse to blow?
