Chances are your running your display resolution at 640x480 due to the monitor only being 15" in size. We can fix this but you may not like how small the normal look of windows becomes. Right-click on an open area of your desktop and select properties. This is your display properties, select the settings tab at the top of the window. You should now see a slider to adjust your display resolution. Slide it to the right untill it reads 800x600 (don't try a higher setting, the display will appear far to small on a 15" monitor). Then click apply at the bottom of the window. Your display will appear more condenced after the change, if you get black dars around the edge of the display then use the adjustments on your monitor to expand the image to the edge of the display. And inversly if the display is streched beyond the edge of the monitor. When you view webpages now you should notice that you'll see the scrollbars left often. But as I said the general look of Windows will appear more condenced due to the higher resolution. The optimal solution would be for you to get a larger monitor. 17" is the minimal for most systems today. People who spend more time on a computer will usually have 19".
Let me know if this helps.
