domestic hot water problem?

why is my domestic hot water only luke warm even when heating is on. baxi eco80e boiler.all diverter valve operating and micro switches clicking, it also heats the ch water at he same time even when ch is off

If the CH is heating while HW is being drawn, combined with low HW temperature, your diverter valve is passing.
