peugeot 306 1.9 diesel t; electrics gone nuts? 1999 reg?

hi to be honest i dont know to much about cars and cant really explan the fault nor do i know what caused it i just know it has affected the lights indicators and started my the fans not going off and the electric windows opening without the key in the ignition. also the battery warning light on the dash board stays on

someone help this is doing my head in !!!!!!!!
