What is the problem?

I have a BPS242RF but it does not respond to TEST on transmitter

Hi can anyone help?...I have a worcester junior 24i boiler, the pressure on the boiler is reading 3.5 bar ive released the pressure but it keeps rising above the safe zone....any ideas on the cause of the problem?
