Mend Craftsman 536.881800 Move Forward Wheels

Craftman 8hp model 536.881800 will not move forward or reverse?

My snowblower will not move forward or reverse. however if i lift up the back wheels it moves the tires but with the weight of the machine it will not. I found a 7/16 broken bolt when i removed the bottom panel but have no idea where it goes. Any suggestions?
