How do I fix socket that won't switch off but has no power?

I presume you mean that the switch on the socket wont switch off, and when you plug an appliance into the socket it will not work.
Is this correct?
If thats correct it sounds like dirt or plaster has got in the back of the switch on the socket, the socket plate will need to be replaced by a competent person
