baxi 105e no hw heating fine?

heating works ok but when hw tap opened boiler fires for 10 to12 secs flame lowers then cuts out .then after 10 to 15 sec refires up with same problem.no hot water out of tap at any time.also preheat is not working boiler does as it should but water not heated
