Mend Fiat Ducato 2.5 TD Diesel Engine Starting Problem Glow Plugs

1990 Fiat Ducato 2.5 TD starting?

I have been waiting for glow plugs to heat up and the engine has been starting reasonably well, but, since the very cold temperatures, the orange plug indicator has flashed, accompanied by a clicking sound, for about 30 seconds after start. The light and clicking then stop and everything appears OK. Is this indicating some problem I need to investigate or is it simply a function of the cold weather?
