Mend Belling BI700 Fan Heating Enough

bottom fan assisted oven not heating high enough?

my belling oven has a fan assisted bottom oven which when turned upto 225c is only getting upto 160c on a seperate thermometer I have bought t ocheck it. The heat light goes off to say it has reached the temp. The conventinal top oven is working correctly

faulty thermostat?
to check temp and stat put oven on 200 deg c for 1hr and then look what the temp is after this time
