Mend Volkswagen Passat Car Vw Reg

glow plug lite doesn't always come on, then the car will not start?

We have a vw passat 1993-94 L reg. The glow plug light works intermittently. When the lite does work, the car starts, however when not working the car doesn't start. Is there a relay swith or something else that may be at fault? Thanks
