How do I start my Smeg dishwasher type12043 mod dw1612c?

The dishwasher will not start. When the power (button 1 on the manual) is on, the light on programme 3 flashes continuously.Pressing button 3 has no effect. It should change the red light on prog 3 from flashing to continuously lit.
Secondly how do I remove the outer integrated panel from the dishwasher.It seems to be attached at the 4 cornerson metal plates 25m square?
