Mend Heating Timer Controls

heating controls?

I inherited this heating system with a rented property -Please, please, can some one explain just how I set the timer? The clock is 10 hours behind real time and the heating comes on hours before required. I have no written instructions and cannot locate anyone with experience of this heating system. Would really appreciate any assistance. Thankyou.
