Lexus LS 400 M reg idle speed high?

Hi, I bought the car with an intermittent high idle (up to 2500rpm) The throttle rests on its stop and the damper is not holding throttle open. Temperature seems to have no effect on when it occurs. There are no fault codes and as its the old DLC cannot get live data. There are 2 motorized air valves that I have cleaned with carb cleaner.. I cannot hear any vacuum leaks. Any ideas?

I stated that temperature seems to have no effect. It may be the stat staying open and therefore after a fast run cools the engine coolant temp too much. I'll try stat and post results.
