Mend Ford Mk 1 Mondeo Heater Switch Problem

Mk 1 Mondeo - faulty heater blower?

The blower on the heater of my Mk 1 Mondeo will only work on its maximum setting. Is this likely to be a switch problem or could I need a new motor.
