Mend Hotpoint BD81S Oven Element Fault

faulty hotpoint bd81s main oven?

I have a hotpoint BD81S , no heat from the main oven, fan not working either ,yet the top oven is fuctioning OK. checked the resistance across the element and it is 20ohms, no voltage acrose the terminals of the element, can any body suggest any thing else to check? is there an internal fuse on this kind of oven??
