peugeot 106 starting problem?

I have a peugeot 106 1997 diesel 1.5, which occasionally will not start. When this happens you turn the ignition to position 2 and the oil and temperature light flash on and then off. The car will not turn over and the immobiliser is unresponsive to the code being input (no bleep when the keys are pressed.
