Mend Heat Pump Heating System Thermostat

Central heat pump a/c. Fan runs continuously even in off position?

To get heat to work 5% of time, must: put thermostat in off position (still runs), shut off breaker, wait, turn on breaker, run to thermostat and try to put fan to auto and hit heat before fan starts up. if fan starts when you put on breaker = no heat; if you hear heat engage before fan starts = will get heat (very seldom)
