Mend Bissell AromaPro Bex Shampoo

Bex Bissell shampoo bottle valve?

The valve in the shampoo bottle of my AromaPro doesn't seem to move freely and I don't think it is dispensing enough shampoo. It sticks in the same position whether I push it up or down. Should it be fairly free-moving? Thanks.
