westminster chiming clock ?

My westminster chiming clock chimes on the hour (and each quarter hour) but on the hour it doesn't chime enough i.e. at 4 o'clock it chimes 3 etc please help

easy fix ,we know its 1 hr out so using the above figures you gently move the hr hand from the 4 o clock to the 3 o clock position,
job done.
