Why does my Peugeot 205 only start when the hazards are on?

1995 Peugeot 205 diesel: sometimes doesn't start, particularly when wet, but when the hazard lights are turned on it will show the glow plug light and start. Today it did this, and would run fine until I turned the hazards off, which made it stall again, repeatedly. Any ideas?
