Mend Kenmore 1765593 Dishwasher Turn Water

Kenmore ultra II dishwasher mod. # 1765593?

I turn on the dishwasher and it isn't getting water, the soap dispencer doesn't open, when I put soap in the open soap holder, there is still soap unused in the bottom of the dishwasher, hence no water appears to be going into the washer. What might be the problem?
