Rover Metro headlights not working?

I have an M reg '94 Rover Metro and recently the headlights have stopped working. I have read other sites with problems like this, I've checked bulbs and fuses and also taken the steering column cowling off to check the wiring and everything seems to be fine. I've also been looking at the earth connections but its a bit of a mess under the steering column I got bit lost. Any help would be appreciated.
