hotpoint ew62 cooker?

Hi
I have a hotpoint ew62 cooker,
when i turn on the grill the grill element will heat up a bit but only to about the temperature it would be at if i had been set it to number one ..but its up at 4,
could you tell me is it the grill element thats on the way out or a faulty switch controler

Also one of the rings wont ajust down ..it just stays on full ...is this also likely to be a faulty switch controler for that ring.

any help would be appreciated
